This page collects what owners in Avonlea most often need: the form for Board and ARB requests, what work needs approval, dues, the gate, trash service, and where to find the governing documents.
Board and ARB Requests
Request for Board / ARB Approval Form (PDF)
Use this form for any request to the Board of Directors or the Architectural Review Board (ARB): new construction, remodeling, additions, landscaping, roofing, exterior painting, fences, driveways, and deed restriction variances. The same form is used for suggestions, complaints, and other matters of business you would like the Board to consider.
- How to submit: Email the completed form, with plans and any attachments, to the HOA at avonleahoainfo@gmail.com, and it will be circulated to the Board and ARB.
- Review period: Once the ARB has all required documents and any fee, it has 30 days to approve or reject the work. Work not approved within 30 days is deemed rejected (Declaration §5.3).
- Do not start work early. Approval is required before construction, remodeling, or exterior changes begin.
What Needs ARB Approval
Under the Declaration of Covenants and Restrictions, the ARB must approve the following before work begins. Section references are to the Declaration as amended.
- New construction and remodeling (§5.3): Any new construction, remodeling, structural addition, landscaping, roofing, exterior painting, fence, or driveway.
- Sheds and accessory structures (§5.6.1): No shed, storage building, portable or temporary structure, or tent may be placed on a lot without prior written approval.
- Fences (§5.6.2): All fences must be four-board fences painted black. The height, type, location, and surrounding landscaping of any fence, wall, or hedge must be approved.
- Outbuildings (§5.5.12): A garage apartment, guest house, barn, or other outbuilding may be permitted with approval.
- Tree removal (§5.8.17): No living tree larger than 8 inches in diameter (measured 2 feet above ground) may be removed without prior approval.
- Landscaping (§5.7.6): Lots must be fully landscaped and grassed per approved plans. Decorative rock yards, paved yards, and artificial vegetation are prohibited.
- Burning and fire pits (§5.8.3): No burning of rubbish, leaves, or trash without approval. Wood may be burned in a decorative fire pit whose design and location the ARB has approved.
- Docks (§2.9, §5.12): Owners of lots in the designated Dock Access Areas may build and maintain docks or piers there, subject to the limits in the Agreement Concerning Conservation Easements.
The deed restrictions summary covers the other restrictions, including home size, roofing, garages, vehicles, horses, and leasing. The property map shows each lot’s buildable area and the conservation easements, which must stay in their natural state.
HOA Dues
- Annual dues: $1,000 per year
- Dues cover: Common area maintenance, road maintenance, the front gate, street lights, and the entrance fountain. Trash service is not included.

Gate, Roads, and Mail
- Gate: The front gate is maintained by the HOA. New lot buyers receive two remote controls at closing.
- Roads: SE 101st Court Road, SE 102nd Avenue Road, and SE 118th Lane are private roads owned and maintained by the HOA, not Marion County. Overnight on-street parking is prohibited (§5.8.7).
- Mail delivery: USPS delivers to cluster mailboxes near the front gate. There is no door-to-door delivery.
Lake Access
The lake access common area on Smith Lake has the boat ramp, pier, and parking lot with room for boat trailers. The property map shows where it is.
Trash and Utilities
- Trash: Not included in HOA dues. Florida Express is the only trash service approved for the community. Homeowners contract with them individually.
- Water and sewer: Private well and septic system on each lot. There is no community or municipal service.
- Electric: Duke Energy, with underground service throughout the community.
- Internet: Spectrum serves the community. Other providers may be available; check availability for your lot.
